I had a similar issue with SWx2018 earlier in the year and the problem turned out to be due to old part and assembly template files. We tend to keep re-using part and assembly template files from one year to the next but apparently you need to update them once in a while to keep pace with changes. Do this by using the Part and Assembly files that come with the latest install and adapting them to suit your system or alternatively your SWx supplier can provide. My previous templates were still from 2003. You can check when your templates were created by starting a new part file, right click on a plane (say Front Plane) and check its properties. Leave 3D Interconnect turned on and import the step file.then save it as a xt parasolid. Close out what you have open (don't bother saving) and open the parasolid file.I have come across several times when the step file would come in to Solidworks much cleaner if 3D Interconnect was turned on, as compared to bringing it in with 3D Interconnect turned off.

So now I just leave 3D Interconnect turned on all the time. I read in the step and write out a parasolid, then bring in the parasolid and work off of it. 'Dissolving' things can take a LONG time.I've found it's quicker (with assemblies) to just write a parasolid and open it.

How To Import Step Files Into Solidworks

Are you using some special altium library to import to solidworks? I always had a ton of issues exporting the STEP file, with parts missing, parts getting. My idea is export full PCB from Altium as STEP and this import in any CAD as Inventor or SolidWorks. Unfortutately, if I export STEP of PCB from Altium this file contalin 3D STEP model all component, 3D Step MODEL PCB substrate and hole, but not include any track, Description layer and solder mask. Other CAD software may not have such problems with STEP AP214. I have noted in the past that Catia V5 is particularly problematic for exporting very complex surfaces to import into SolidWorks, and Pro/E sometimes is not much better. SolidWorks Import Diagnostics has gotten much better over the past few releases, though.
